Introduction
Professor Elizabeth Waters is Professorial Fellow: Public Health and Health Equity with the McCaughey Centre, School of Population Health, The University of Melbourne. She holds a Master of Public Health from Monash University (1993) and a DPhil from the University of Oxford (2001).
She commenced her public health career with the MacFarlane Burnet Centre in Fairfield in 1993. Professor Waters spent the next 10 years based at the Centre for Community Child Health at the Royal Children's Hospital and the Murdoch Children's Research Institute, and in the University of Melbourne Department of Paediatrics commencing as Lecturer in 1995 through to Associate Professor in 2003. During this time she was seconded by the Victorian Department of Human Services to be the state representative to the Australian Institute of Health and Welfare to develop the National Health Information Model (1995), and to edit and write The Health of Young Victorians (1998). Her early research focused on building epidemiological knowledge of the health and wellbeing of children and adolescents across Victoria, and in particular the health inequalities experienced by particular groups within the population. She worked with local and international clinical groups in the measurement of health outcomes, and in particular, children with disabilities. In partnership with clinical and parent teams she established health promotion initiatives for children with spina bifida and research collaborations for the use and development of measures of quality of life in clinical research and practice, particularly for children with cerebral palsy.
In 1998 she was invited to undertake her Doctor of Philosophy at the University of Oxford at Nuffield College (1998-2000). Upon return, she consolidated her focus on health equity and health inequalities, the lifecourse approach, intergenerational influences and the development of upstream solutions to areas of child public health where there are significant health inequalities and high morbidity: oral health, overweight and obesity, injury and mental health and wellbeing. The intended impact is to build the public health evidence base aimed at a better understanding of what works, for whom, why and at what cost. This latter area has been the focus of her VicHealth Senior Public Health Research Fellowship (2002-2007).
Among many government and non-government roles, Professor Waters was co-convenor of the Child, Youth and Families Network of the Health Inequalities Research Collaboration (2001-2004). In 2003 she was appointed as a member of the NHMRC Health Advisory Committee (2003-2006), Chairing the Working Group to develop and edit: Increasing cultural competence in health: a guide for policy, practice and participation, and a member of the Indigenous Cardiac Rehabilitation Working Committee that resulted in guidelines and a Geographic Information System for Indigenous peoples cardiovascular health. In 2006, she was invited to Chair the new International Standing Committee Advisory Panel on Intergenerational Effects for the Minister of Veteran's Affairs. She recently has been a panel member for the NHMRC Career Development Awards, NHMRC Public Health Project Grant Review Panel (2007) and NHMRC General Practice Strategic Research Panel. She is a member of the Ethics Committee of the Brotherhood of St Laurence.
Professor Waters' contribution to public health extends beyond national committees to include WHO, UNICEF, and the international Cochrane Collaboration, a not-for-profit organisation, of over 15000 authors and members, which seeks to develop best evidence on the effectiveness of health interventions. Professor Waters is an elected member of the Steering Group and Board of Directors, and leads the Health Promotion and Public Health Field and emerging Public Health Group, which aims to provide best available evidence for public health decision making for upstream interventions. With the World Health Organisation, Professor Waters is a member of the WHO Expert Advisory Committees on childhood obesity prevention, childhood growth standards, mental health promotion and equity measurement.
Key research highlights include university-community research partnerships with Moreland Community Health Service: fun n healthy in Moreland!; a 5 year school-community program to improve child health and wellbeing and prevent overweight and obesity; Teeth Tales, a study of socio-cultural determinants of oral health in families from new and emerging communities; the VicGeneration study, a new birth cohort to examine the environmental, social, behavioural and biological risk and protective factors for child health inequalities; the development of the international measure of quality of life for children and adolescents with cerebral palsy (CPQOL) and a range of knowledge translation research to build understanding of what methods work and are cost-effective in terms of knowledge uptake.
Professor Waters' has attracted over $14 million in competitive research funding, has published over 100 peer reviewed articles in international journals, 18 book chapters, and has been invited to present 91 national and international keynote presentations. She is on the editorial board of a number of international journals, and regular reviewer for international competitive research funders (NIH, ESRC, MRC, CIHR) and international health research journals.
